The BC Centre for Disease Control (BCCDC) provides provincial and national leadership in public health through surveillance, detection, prevention and consultation and provides both direct diagnostic and treatment services to people with disease of public health importance.

In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Manager, Public Health Information Systems, the Data Analyst conducts systems analysis and writes computer programs to develop and maintain new and existing UDF (User Defined Forms), reports and data extraction routines for application systems within the Public Health Information Systems area. Responsible for cross program and BC-Yukon development and maintenance of operation, clinical, management and INDUC reports. Works together with other IM/IT staff, including BI Database Analysts, Senior Business Analysts, Application Support Analysts, technical services as well as vendors to ensure that User Defined Forms (UDF), reports and data extracts are built according to user requirements and departmental standards. Other responsibilities include trouble shooting of applications used for reporting and project assistance for upgrades or enhancements to applications.





Key Accountabilities



Develops specifications for UDF’s, reports and data extracts which impact several functional areas throughout BCCDC and Health Authorities by performing duties such as conducting systems analysis and writing computer programs to gather detailed information from user departments, developing and documenting reporting and extracting procedures.
Extracts and reports on data from various database sources such as SQL Server, Oracle and Access utilizing tools such as data models and data dictionary.
Provides support for UDF’s, reports and data extraction routines by performing tasks such as monitoring, maintenance, modification and enhancement tasks according to departmental standards and using tools such as Visual Studio, Powerhouse, Oracle Developer, PowerBuilder, and Crystal Reports and other BI tools.
Assists in developing training materials for Trainers, Senior Business Analysts and staff.
Provides training and encourages users in accessing reports for themselves.
Maintains contact with BI Database Analyst, Senior Business Analysts and/or Application Support Analysts with regard to items such as progress issues, and suggestions for data reporting and extraction improvement by performing tasks such as preparing progress reports, and documenting any immediate or potential problems.
Ensures that source code, system documentation, and other work in progress are regularly submitted for backup and version control using tools such as Visual SoureSafe.

Qualifications



Graduation from a recognized degree or diploma program in Computer Science, two (2) years of recent related experience, preferably in a healthcare environment, or an equivalent combination of education, training and experience.



- Advanced knowledge of reporting tools such as SQL, Crystal, Access, relational and multimensional database skills and advanced knowledge of a broad scope computerized reporting strategies.
- Strong interpersonal and communication skills.
- Superior analytical skills including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways.


- Ability to communicate effectively both verbally and in writing.

- Ability to deal with others effectively.

- Ability to explain complicated technical issues in non-technical manner.
