In addition to providing health care plans and services, Kaiser Permanente conducts medical research and offers health education to the communities it serves.JOB DESCRIPTION:The Program Manager III, Policies and Revenue Cycle Integration based in Oakland, CA is responsible for designing and leading programs associated with strategic business issues and opportunities. The Program Manager may manage specific aspects of one or more programs, or multiple aspects of a single program within the organization. The Program Manager III, Policies and Revenue Cycle Integration will oversee policy development, launch, implementation, and monitoring for all National Revenue Cycle policies. The PM III reports to the Director, National Revenue Cycle, Partnerships and Integration and leads a small team (3-4) of subject matter experts and project coordination staff and collaborates with stakeholders at national and regional levels, in multiple functional areas to drive the work. In addition to policy development, the PM III and the team may drive other strategic projects as determined by the Director, Partnerships and Integration.PRIMARY RESPONSIBILITIES:o Lead large and/or complex work streams with significant program impacto Manage teams to deliver large scale programs through influence and collaboration across multiple organizational departments o Effectively deploy and organize resources, developing timetables and targets and checking progress against themo Create a clear, logical and realistic plan of activities which streamlines the program processo Use best practices and tools for program and project management success in areas such as project scheduling, resource planning, budget management, risks/issues management.o Constantly seek ways of improving existing quality assurance tools and processes o Develop and analyze program interdependencies in order to effectively structure and manage complex programs and understand potential impacts o Anticipate and identify complex engagement issues, monitor the program and realistically measure the risk factors o Design strategically aligned approach by identifying operational and strategic implications throughout program work o Translate business client expectations into practical, implementable program objectives, which aim to provide integrated total solutions o Think through how one program or recommendation may impact or interfere with others o Identify barriers to change and accept and manage ambiguity / complexity in programs/program, and effectively guide teams in dealing with change barriers and program constraints o Implement continuous quality control of process and deliverables o Meet with key players to test ideas, identify issues and gain commitment on recommendations o Build effective networks of internal and external subject matter expert contacts; Contribute to the development of tools and capabilitieso Supervise 5 10 resources (with dotted-line authority) within National Revenue Cycle team o Indirectly supervise < 20 individuals.MINIMUM REQUIREMENTS:o A minimum of 7 years of prior program management experience. o 5+ years experience working in health care revenue cycle areas, such as Patient Access, Coding/Charge Capture, Billing & Collectionso Requires advanced knowledge of own area of functional responsibility and working knowledge of multiple related functionso Masters degree or equivalent experience in health care, business administration, or related field required.o The position, as required may travel up to 50% within the 8 KP regionso The position is based in Oakland, CA. Must be able to work in Oakland, CA office.o Qualified candidates must have the following skills: o Excellent oral and written communication skillso Ability to work with a cross function of people and influence multiple stake holders internally and externallyo Project planning & organization skillso Problem solving skillso Ability to work independently with minimal supervisiono Able to coach, train and mentor as neededo Ability to lead large scale Healthcare projects with multiple work streamso Should be persuasive, collaborative, possess the ability to adapt to different audiencesPREFERRED SKILLS:o Consulting background in Health Care, especially revenue cycle areas.o 2+ years in Policy Developmento Experience / exposure working with Physicians and other clinical staffo Experience / exposure working with Health Plans claims administration departmentso Experience working with organized laboro KPs Advanced Qualification Designation for Level III.
