International Program Evaluation Specialist
Westat is a leading health and social sciences research organization with a growing portfolio of global health projects in developing countries. These projects bring Westat’s research-oriented skills to support evidence-based advances in global health. With the increased emphasis of donor agencies on assessing the effectiveness of their programs, we are currently seeking an evaluation specialist with experience conducting process and outcome/impact evaluations of international health programs. Program content includes HIV/AIDS, TB, malaria, child survival, and chronic diseases in developing countries. Of particular interest is the design and conduct of evaluations that measure the effectiveness of programs in reducing or preventing disease burden. Skills in research design and data collection, qualitative research methods, and quantitative analysis are required. Experience with conducting outcome evaluations in developing countries using experimental or quasi experimental designs for one or more major international donors (e.g., USAID, CDC, Global Fund) is preferred. Excellent verbal and written English skills are essential; foreign language capabilities are highly desirable. Position is expected to be in Rockville, MD, but location is negotiable. Some short-term travel to countries where evaluations are conducted is expected, but long-term in-country assignment is not required. A master’s degree with at least 7 years of strong experience in international health program evaluation is required. A doctoral degree in evaluation science or in medicine, epidemiology, or public health with training in program evaluation is preferred.
