ICF International seeks an experienced Change Management professional with a proven background in improving organizations' efficiencies and effectiveness to join our Human Capital Solutions Practice. This full-time position is based at the client site in Quantico Va., and our headquarters in Fairfax, Va.

Candidates must be able to demonstrate expertise in implementing change management, communications and cultural awareness techniques to fully acclimate 20 Marine Corps Communities of Interest (COI) to technology-enabled opportunities for professional development, networking, and information sharing. The consultant will be expected to redefine competency rankings based on an overarching strategic business plan and core mission; contribute to a standard Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis; and define corresponding career ladders and staff development approaches. Candidates must have a proven track record of successfully employing strong project/task management, change management methodologies, and successful client relations. Knowledge of Federal/DoD Human Capital initiatives and understanding of the USMC environment is preferred.

Position requires a Masters Degree/MBA in Business, Organizational Management, I/O Psychology or related subject preferred. The Change Management professional should have 10-15 years experience in Change Management, Operations Improvement, and Human Capital support. Research and survey design experience is preferred. Close client contact requires excellent verbal and written communication skills as well as a strong consultant presence. The consultant must be experienced and capable of dealing effectively with client personnel at all levels, including senior leadership, have experience leading and participating in collaborative work processes, and have experience in working with the unique conditions and requirements of Federal agencies and the DoD.
