Army Training Counter-Improvised Explosive Device (CIED) Operations Integration Center (TCOIC) CIED Analytical Tools Trainer Synopsis: The overall goal of the TRADOC G2 TCOIC is to provide expertise and training to Army units deploying to theater on efficient and effective utilization of the Joint IED Defeat Organization (JIEDDO) COIC. In addition, the TCOIC is to institutionalize lessons learned related to CIED operations into the Army's institutional training base. The TCOIC is responsible for coordinating the training of deploying units on joint, national and interagency intelligence, CIED and emerging asymmetric capabilities gleaned from the JIEDDO COIC; integrating processes, practices, concepts and materiel capabilities into Army DOTMLPF solutions; and coordinating with the training centers to provide realistic enemy and environmental signatures into models and simulations in support of realistic intelligence collection and analysis. Duty is at the TCOIC in Newport News, VA. Basic Functions: The TCOIC CIED Analytical Tools Trainer serves as a systems/tools trainer specializing in computer-based tools designed by, and used by the Counter IED Operations Integration Center (COIC), for units deploying to OEF/OIF. These tools are designed to fuse multiple layers of data and arrange it geospatially so that analysts spend far less time finding and gathering information and Intelligence and much more time analyzing it. Position will be contracted from the Training Counter- Improvised Explosive Device (C-IED) Operations Integration Center (TCOIC). The COIC focuses on ?Attack the Network? (ATN) capabilities and processes, providing fused intelligence products to deployed units. This position will provide the education/training needed for Intelligence analysts to reach back into the COIC architecture using tools developed by COIC software engineers, which is a fundamental element of the TCOIC mission. Primary Duties & Responsibilities: - Reports to the TCOIC Director of Training. - This position requires knowledge of DoD intelligence activities as well as a thorough understanding of computer systems. Previous experience as an instructor is desired, though not a requirement. - Duties require an in-depth capability to train individuals and groups on the detailed usage of computer-based intelligence tools and analytical capabilities. Some of these capabilities will include such standard tools as Analyst Notebook and Axis Pro. - Duties will also include providing detailed demonstrations and training of analytical tools that have been built with COTs and GOTs and are unique capabilities. The incumbent must be capable of developing vignettes that enable students to demonstrate that they understand the use of COIC tools to identify requested information. This position requires the ability to train soldiers and staffs how to use system capabilities to support ATN operations. - Be thoroughly familiar with JIEDDO COIC tools that can be accessed by an external web client. - Remain current on all JIEDDO COIC web-based tools and train deploying units, Intelligence personnel and TCOIC training personnel on their use and function. - Provide feedback to the JIEDDO COIC Network Integration Division on procedures to enhance tool effectiveness for deploying units. - Interface with large audiences of deploying Intelligence personnel during home-station training as requested by the unit to train personne - Bachelor's Degree or equivalent in training and analytical tools. - Military background. 5-10 years of service. This position requires a thorough knowledge of DoD intelligence activities as well as a thorough understanding of computer systems. - Leadership experience sought. Previous experience as an instructor is desired, though not a requirement - Excellent oral and written communication skills required. - Travel estimated to be 30-40% of employment time. - Current TS/SCI clearance required.
